Jason and Davin,

A hurricane usually develops an "eye" as it becomes better organized (gets stronger). This only happens when the storm is over warm water.

When a hurricane moves over land, it weakens. If it remains over land long enough, it will lose it's "eye" completely.

So the answer to your question is yes!
