Subject: Why does water in 250 degree oven not boil?

While cooking creme brulee in a water bath and the oven at 250F, I noticed 
that the water does not boil.  Moving/shaking the pan did not cause the water 
to boil either.  Living in Denver, I expect that the boiling point is closer 
to 200F than 212F and am sure that my oven is at least that hot.  What gives?
