I hadn't heard of Mehran Keshe, but I followed the links you provided, and looked through the patent application. It is a long document (126 pages), and filled with a lot of surprising, unsupported claims (one example of many: that there is nuclear fusion occurring at the core of the Earth).
I am not going to do a point-by-point rebuttal of this document here, but you asked for my opinion of whether Mr. Keshe's concept is feasible and whether it will work. My answer is no.
From my reading of the application, the ideas and arguments presented are weak and flawed, and I sense that Mr. Keshe has only a shallow understanding of the science he is describing. He certainly includes no concrete mathematics in his application to support his assertions.
And as you point out, Mr. Keshe claims that he can generate gravity and antigravity effects with his reactor. He is not the first person who has claimed that they can generate gravity with suitable application of electromagnetic fields. And nobody who has made the claim has ever demonstrated a working model. And from what we already know about the forces of gravity and electromagnetism, you can't directly generate one from the other.
I am positive that Mr. Keshe has not produced a working prototype of his reactor. If he had, I am sure he would have put a photo of it on his website (as he did for his cola bottle experiment), and not just some simple drawings. And I guarantee you that he will never demonstrate antigravity.
If you want a second opinion on Mr. Keshe's merits, you can read the alleged 'letter of support' by Dr. Marc Van Overmeire (posted on Keshe's website), who was asked to evaluate the reactor concept. While Dr. Van Overmeire politely allows that "the concepts behind the energy production are feasible", he also points out that "the papers refer to scientific and pseudo-scientific papers", and that "there are no scientific calculations of the process parameters".
So in a nutshell, the science in the patent application is poor, and science tells us that this concept will not work.
