For this one, your husband is correct; a person will not be electrocuted if a cordless phone is dropped into the bathtub with them. In general, in order to be electrocuted your body must complete an electrical path or circuit. In other words, your body must be between two electrodes. Also, the voltage source must be able to force a sufficient current through your body. These situations are not brought about by dropping a cordless phone into a bathtub. It is not likely (nearly impossible) that the battery in a cordless phone (typically around 3.6 V) would be able to cause a fatal current in your body.
